Off-campus apartments approved after 20-month process

The Murfreesboro City Council recently gave a long-delayed final approval for a mixed-use development across the street from MTSU’s athletic facilities.

During its May 23 meeting, the council held a second and final reading for the rezoning of 4.9 acres along Old Lascassas Road and Greenland Drive. Dr. Rajesh Aggarwal has wanted to develop the five parcels of land for years, according to city documents and press reports dating to 2007.

The properties, which have some houses currently, are zoned for single-family resident and multi-family but will become rezoned for a Planned Unit Development. The new development, College Pointe Center, will contain a mix of apartments and commercial uses, city documents show.

Aggarwal’s most recent effort stretches back to at least 2018. The development plans presented in 2018 called for 192 bedrooms and 6,000 square feet of retail.

The Murfreesboro Planning Commission held a public hearing on his plan on Aug. 1, 2018, city documents show. Because the project called for separate stages of development for the residential and commercial uses, the commission recommended that the commercial side be developed as a park-like setting until it was ready for development, citing aesthetic concerns given the property’s high visibility to Middle Tennessee State University.

The City Council held a public hearing on Sept. 20, 2018, in which concerns voiced included security, so a vote was deferred. Aggarwal discussed security issues with the Murfreesboro Police Department and updated his development plans, city documents show. The council then approved the project on first reading on May 16 of this year.
